Energy Assistance Program

The Energy Assistance Program (EAP) will NOT be offering a Summer Cool program in the form of a payment towards electric bills this year. This is not a decision that has been made locally. Because of the high cost and shortage of LP gas this past winter, there is no funding for electric benefits this summer.

We will be able to offer a limited number of Air Conditioners (AC) to EAP households that meet the following criteria:

  • Approved for EAP
  • A household member that falls into one of the following three categories:
    • 60 or older
    • Receiving disability
    • Child 5 and younger
    • Medical condition that makes an AC necessary (form provided by EAP, completed by applicant’s physician and returned via fax to EAP) - Click Here for the Form
    • Household has not received an AC from EAP in the past 5 years

Again, there are no funds available for EAP to make payments towards utility bills this summer.



Utility bills have to be in a household member’s name.

The REAL Services’ Energy Assistance Program is a State funded program that assists low-income households with electric and heating expenses during the winter months. Households must be within 150% of the Federal Poverty Guidelines to qualify.

Persons interested in the Energy Assistance program must submit an application to determine their eligibility. Benefits depend on household-size, income, and utility cost and fuel type. Persons with a disconnect notice must call after October 1st to set up an appointment for an interview to determine eligibility.

Please do not come to any of the county offices without an appointment!

The following information is needed for ALL household members at the time of the interview. WRITTEN DOCUMENTATION IS REQUIRED FOR THESE:

  1. Copies of Social Security Cards.

  2. Proof of income for ALL household members 18 years and older. This includes all of the following types of income: wages, odd jobs, self-employment income, Social Security, SSI, VA benefits and other pension, Workman's Compensation, Unemployment Compensation, strike benefits, severance pay, TANF, dividends & interest on savings accounts and CD's, rental income, royalties, income from estates and trust funds, annuities, insurance benefits and gaming winnings of over $400.

  3. Recent copies of electric and heating bills. Beginning with the
    2011/2012 season bills have to be in an adult household member's name! If bills are in the landlord's name, the lease must specify that applicant has to pay bills, and bills must be provided.

  4. Copy of the lease if renting, signed and less than 24 months old.

When the application is approved the utility companies will be notified and a credit is given to that account or fuel will be delivered.


Energy Assistance cannot be used for deposit, reconnect or old bills.

REAL Services, Inc. administers the Energy Assistance Program in 5 counties, Elkhart, Fulton, Kosciusko, Marshall and St. Joseph. The offices are open 5 days a week.
