This funding is available to people of any age who are a Medicaid Recipient. People who are eligible for this funding source qualify for nursing facility placement, but opt to delay that placement and receive services in their own home.

Individuals must have Medicaid for the aged (Medicaid category A), be blind (Medicaid category B), Med Works, or be determined to be disabled by the Medical Review Team (MRT) by the Medicaid office (Medicaid category D). Children who are receiving their Medicaid benefit under Hoosier Healthwise are not eligible to receive Medicaid waiver services, unless their Medicaid category is changed at their/their parent’s request.

Children, who are under the age of 18, may have their parent’s income discluded on the Medicaid Application if they are "targeted" to receive Medicaid Waiver Services. This provision is commonly referred to as Senate Bill 30 exclusion.
